Hosting of The 20th Special Equipment Nondestructive Testing Industry Annual Conference & 2024 High-Quality Development Exchange Conference
#Annual Conference For Dreams·Never Stop
In March, The 20th Special Equipment Nondestructive Testing Industry Annual Conference & 2024 High-Quality Development Exchange Conference was held in Hangzhou, releasing the Survey Report on Special Equipment Nondestructive Testing Industry (2023). It attracted over 500 testing institutions and nearly 1,000 representatives, setting a new attendance record. The forum facilitated in-depth discussions on the international development of the NDT industry. Concurrently, the Third Special Equipment Inspection and Testing Instruments and Equipment Expo was held in a offline + online format, featuring booths from over 80 exhibitors onsite and accumulating over 33,000 views in online live streams.

Establishment of the Elevator Testing Working Committee

In April, The Inaugural Meeting of the Elevator Testing Working Committee & the Elevator Inspection and Testing Technology Exchange Conference was successfully held in Xiong'an New Area, Hebei. This Working Committee will focus on elevator testing institutions—a new force in China's special equipment inspection and testing industry—addressing common issues, standardizing development order, promoting industry self-discipline, leveraging its role as an exchange platform, and enhancing elevator safety levels.

Establishment of the Standardization Working Group for Robots Used in Special Equipment

In May, The Inaugural Meeting of Standardization Working Group for Robots Used in Special Equipment was held in Quanzhou. Robotics is one of the hottest fields in technological development today, having become a new high ground for technological competition, a new track for future industries, and a new engine for economic development. In the field of special equipment, centered on the themes of Safety, Intelligence, and Green Development, robots are increasingly being used in the production, operation, use, inspection, testing, and supervision of special equipment. Therefore, the Association's Group Standards Committee newly established this Working Group. The Working Group will base its work on the development needs of the special equipment and robotics industries, leverage its role as a technical platform, fill gaps in national and industry standards through standardization, and contribute to developing new quality productive forces.

First Mid-Career and Young Research Backbone Training and Exchange

In May, The Training and Exchange Activity for Mid-Career and Young Research Backbone in Special Equipment Inspection Institutions hosted by the China Association of Special Equipment Inspection (CASEI) was held in Xi'an. 125 participants from 60 institutions across the country attended. This training aimed to strengthen the cultivation of young scientific and technological talents and promote technological innovation and achievement transformation in the special equipment inspection field. It focused on providing specialized coaching in practical skills such as research project application, research fund management, provincial/ministerial award applications, and key laboratory construction, achieving positive results.

Powerful Alliances: Continuous Expansion of the Association's Circle of Friends
#Cooperation
In May, CASEI and the Macau Society of Electromechanical Engineers signed a Letter of Intent for Cooperation in Beijing. In the future, the two parties will establish regular meeting and exchange mechanisms, jointly conduct training for special equipment professionals in Macau, develop group standards for special equipment inspection, testing, and evaluation, regularly organize industry exchange meetings or seminars, and promote technical exchange and knowledge sharing.
In December, CASEI and the China Urban Gas Association signed a strategic cooperation agreement in Beijing. In the future, both parties will fully leverage their respective resource advantages and professional expertise to engage in all-round cooperation in information sharing, technology research and development, standard formulation, and talent cultivation, working together to promote the improvement of technology and management levels in the urban gas and special equipment sectors and facilitate high-quality industry development.

Establishment of the International Exchange and Cooperation Working Committee

In July, The Inaugural Meeting of the International Exchange and Cooperation Working Committee & the Exchange Conference on Overseas Special Equipment Supervision and Inspection Technologies was held in Shanghai. This Working Committee will innovate exchange and cooperation mechanisms, actively promote domestic and international exchanges and cooperation in special equipment supervision and inspection, and foster the international development of the special equipment inspection industry. Concurrently, the Special Research Project on Foreign Special Equipment Supervision and Inspection was launched, organizing 43 units into 14 research groups to investigate special equipment inspection institutions and personnel regulation, statutory inspection requirements and implementation procedures, inspection responsibilities and risk management in 12 countries or regions worldwide. This aims to provide references for regulatory authorities' policy formulation and support the international development of the special equipment inspection industry.

Hosting of The Third Hoisting Machinery Inspection, Testing and Safety Management Technology Exchange Conference

In August, The Third Hoisting Machinery Inspection, Testing and Safety Management Technology Exchange Conference was held in Shenyang, bringing together over 140 experts, scholars, and representatives from special equipment inspection institutions. Discussions centered on new technologies for hoisting machinery inspection and testing, risk assessment and safety evaluation, innovative practices in safety management, and intelligent development trends, promoting the advancement of hoisting machinery safety assurance technology and management innovation.

Convening of The Special Equipment Inspection Institutions Exchange and Cooperation Symposium

In August, The National Symposium on Exchange and Cooperation for Some Special Equipment Inspection Institutions was held in Hohhot, with over 50 representatives from 36 inspection institutions across the country attending. The meeting featured in-depth discussions on important topics including the evaluation system building for special equipment inspection institutions, cooperation mechanisms for scientific research, standards, and talent exchange, and the construction of professional conduct and quality safety risks within the special equipment inspection industry. Participants unanimously agreed to strengthen cooperative exchanges to promote standardized industry development, enhance innovation capacity, foster balanced regional development, and improve industry credibility.

Hosting of The 6th Academic Exchange Conference on Safety Inspection and Evaluation of Hazardous Chemicals Storage and Transportation Equipment and Facilities & the 17th Key Technologies Exchange Conference on Pressure Pipeline Safety Assurance

In August, The 6th Academic Exchange Conference on Safety Inspection and Evaluation of Hazardous Chemicals Storage and Transportation Equipment and Facilities & the 17th Key Technologies Exchange Conference on Pressure Pipeline Safety Assurance, jointly organized by the Pressure Pipeline Inspection Working Committee, the Hazardous Chemicals Atmospheric Container Inspection Working Committee, and other units, was held in Guiyang. It attracted 320 participants and accepted over 180 papers. Academicians Chen Xuedong and Zhang Laibin were invited to present technical reports on-site. Participants jointly discussed issues in the safe operation of hazardous chemicals storage and transportation equipment and facilities, exploring solutions and sharing advanced experience from perspectives such as government regulation, corporate management, and safety assurance technologies. The conference was a complete success.

Organizing the Largest-Scale Unified Examination, Implementing AI Proctoring and Online Inspection

In September, the 2024 qualification examinations for Elevator Inspectors and Senior Elevator Inspectors were held simultaneously across 20 provinces (municipalities), at 24 test centers, and in 183 examination rooms, with over ten thousand candidates—the largest number of participants for a single qualification since the inception of special equipment inspector qualification exams. This examination utilized intelligent registration, question bank management, automated scoring, and command systems, achieving real-time data visualization of key nodes before, during, and after the exam, and all exam elements, helping the certifying authority grasp exam dynamics in real-time. Building on the comprehensive computer-based testing, AI video proctoring technology and intelligent online inspection systems were employed to achieve full, dead-angle-free coverage and monitoring of examination rooms, creating a fair and just examination environment for candidates.

Hosting of The Second National Special Equipment Information and Intelligent Technology Exchange Conference

In September, The Second National Special Equipment Information and Intelligent Technology Exchange Conference was held in Dalian, attracting over 120 participants. Under the theme Focusing on Intelligent Applications, Deepening Intelligent Innovation, the conference facilitated discussions on cutting-edge technologies and practical experiences in the informatization and intelligentization of special equipment, playing a positive role in promoting the development of these areas within the special equipment industry.

Establishment of the Technical Cooperation Alliance of Special Equipment Inspection Institutions under Sub-Provincial City Market Supervision Systems

In September, the Technical Cooperation Alliance of Special Equipment Inspection Institutions under Sub-Provincial City Market Supervision Systems was established in Guangzhou. This alliance was voluntarily initiated by special equipment inspection institutions from sub-provincial cities including Guangzhou, Nanjing, Hangzhou, Ningbo, Qingdao, and Xiamen. In the future, adhering to the principle of Innovative Collaboration, Open Sharing, Mutual Learning and Appraisal, Mutual Benefit and Win-Win, it will focus on building four major platforms: inspection capability collaboration, inspection business collaboration, scientific and technological innovation collaboration, and comprehensive management collaboration, aiming to enhance the ability of special equipment inspection institutions to resist risks and seize opportunities.

Hosting of The 7th Special Equipment Nondestructive Testing Vocational Skills Competition
#Skills Competition
In November, The 2024 National Industry Vocational Skills Competition—the Second Doppler Cup (Nondestructive Testing Technician) Vocational Skills Competition in the National Special Equipment Inspection and Testing Industry, jointly organized by the Association and the China Employment Training Technical Instruction Center (CETTIC) of the Ministry of Human Resources and Social Security (MOHRSS), was successfully held in Guangzhou. It gathered 125 teams from 20 provinces, with 267 contestants competing. After fierce competition, Lai Yongqiang from Zhejiang Provincial Academy of Special Equipment Science, Gao Jianfeng from Luoyang Zhongyou Testing Company, and Hu Lichen from Ningbo Special Equipment Inspection and Research Institute won the championship, second place, and third place in the individual competition, respectively. Ningbo Special Equipment Inspection and Research Institute, Wuxi Hongtai Testing Company, and Ningbo Mingfeng Inspection and Testing Research Institute won the top three spots in the team competition.

First AI vs. Human Film Interpretation Showdown

In November, The First AI vs. Human Film Interpretation Showdown Competition was held in Guangzhou. This competition was the first professional event in the field of artificial intelligence within the special equipment inspection and testing industry. Twelve teams competed with their respective intelligent film interpretation systems, pitting them against human interpreters. Concurrently, a seminar on Digitization and Intelligentization in Nondestructive Testing was held, attracting nearly a hundred participants to discuss the application prospects of AI in the testing industry and promote the innovation and development of AI technology in the NDT field.

Organizing the Selection for The 6th China Special Equipment Inspection Association Science and Technology Award
#Science and Technology Awards
In November, the selection process for The 6th China Special Equipment Inspection Association Science and Technology Award was completed. This edition received 66 valid submissions, in which 34 in pressure equipment, 21 in mechanical and electrical equipment, 9 in nondestructive testing, and 2 in management. Through compliance review, preliminary expert evaluation, final evaluation, public notification, and final approval, 27 projects were awarded, including 2 first prizes, 10 second prizes, and 15 third prizes.

Hosting of The Third Special Equipment Inspection and Testing Industry Badminton Competition
#Cultural and Sports Exchange
In November, The Luke Cup Third Special Equipment Inspection and Testing Industry Badminton Competition was held in Quanzhou, Fujian. A total of 30 teams and 233 players participated. This edition innovatively adopted the Five Badminton Rounds team format, which integrates competitiveness, spectator appeal, and entertainment value, meticulously organized group round-robins and cross knockout stages which made the competition process exciting, showcasing the positive, optimistic, and progressive spirit of special equipment inspectors in the new era. It significantly promoted the formation of the common value concept of Loving Special Equipment Inspection, Working for Special Equipment Inspection, and Dedicating to Special Equipment Inspection.

Hosting of The Third Special Equipment Safety Governance and Innovative Development Academic Conference
#Academic Conference
In December, The Third Special Equipment Safety Governance and Innovative Development Academic Conference, hosted by the Policy and Law Working Committee, was held in Nanning, Guangxi, with over 140 participants. Experts shared forward-looking, innovative, and instructive academic viewpoints from multiple levels and perspectives, covering the regulatory landscape of special equipment, safety culture, institutional reform, and safety governance. The conference introduced a Young Elite Salon for the first time, selecting six outstanding young scholars and technical backbone members within the industry to share academic views and exchange innovative technologies. Industry experts were invited to evaluate the accepted papers, resulting in 60 awarded papers: 3 first prizes, 6 second prizes, 12 third prizes, and 39 excellence awards.

Launch of the New Accreditation Assessment Business System

In December, the new Accreditation Assessment System was launched on a trial basis. This system enables the online upload and pre-review of assessment materials, reducing the need for physical mailing and resubmission. It facilitates the online approval of assessment projects and dynamic management of experts, further enhancing the standardization and informatization level of the Association's accreditation and rating work, and improving work efficiency and quality management.

First Convening of Symposiums for Small and Medium-sized Special Equipment Inspection Institutions
#Technical Exchange
To fully understand the current status and existing problems of small and medium-sized special equipment inspection institutions and help them overcome difficulties, the Association organized three regional symposiums in April, August, and October. Ninety-four prefecture-level special equipment inspection institutions from systems in provinces including Heilongjiang, Jilin, Liaoning, Guizhou, Sichuan, Yunnan, Gansu, Shanxi, Shaanxi, and Xinjiang participated. Through these symposiums, it was deeply understood that these institutions commonly face practical difficulties such as small scale, rigid institutional mechanisms, insufficient incentives for inspectors, inability to attract and retain talented personnel, lack of advanced instruments and equipment, low levels of informatization, and significant survival pressure due to substantial income decline following elevator reform. This has laid a solid foundation for the next step in formulating relevant policies by the General Administration.

Hosting of The Third Series of Special Equipment Inspection Capability Verification Activities

This year, the third series of capability verification activities was organized, covering 10 inspection items across seven major categories of equipment, including industrial boiler supervision and periodic inspection, public pipeline supervision and periodic inspection, periodic inspection of gas cylinders, periodic inspection of large amusement devices, initial inspection of motorized industrial vehicles and tourist sightseeing vehicles within factories, and inspection of safety accessories for storage tanks and tank trucks. A total of 489 teams participated, involving 978 participants and involving 156 judge experts, setting a record high and achieving a good demonstration effect. The industry standard for the market supervision system, Guidelines for the Implementation of Inter-laboratory Comparisons for Special Equipment Inspection Institutions, led by the Association, was also successfully initiated in June this year and is expected to be completed next year.
