Farewell to the Era of Paper-based Practice Registration

Full Realization of “Online Service Processing”

The functions of practice registration and inquiry system were adjusted, eliminating paper document mailing, shortening processing time, and improving work efficiency. Certificate expiration reminding service was added to the WeChat public account to facilitate license renewal for employers and practitioners. To enhance security during the application and modification of practice registration, an SMS verification step was introduced. This measure effectively prevents fraudulent submissions and safeguards practitioners’ rights and interests. Practice registration is a public service activity provided by China Association of Special Equipment Inspection (“the Association”) for the industries. In recent years, the number of practice registrations has grown rapidly. In 2022, a total of 68,424 practice registrations were processed, including 14,681 updates.

Launch of the Association’s Second WeChat Public Account “CASEI”

To promptly release the information of special equipment and in response to members’ requests to strengthen industry communication and broaden information release channels, the Association launched the official subscription account “CASEI” on March 22, 2022. To date, the account has garnered over 12,000 followers, published 573 articles, and attained 498,000 views.

Pilot Implementation of Remote Assessment to Ensure Fairness and Independence

To address the challenges posed by the pandemic, the Association kept pace with the times by drafting Procedures, Methods and Requirements for Remote Assessment of Special Equipment Nondestructive Testing Institutions. This document was revised for multiple times based on on-site implementation. Five remote assessments were conducted for the evaluation of nondestructive testing institutions. Remote assessment offers significant benefits, such as cost reduction, resource sharing, enhanced efficiency, and improved oversight which helps prevent malpractice. As such, it represents a key strategic priority for the Association’s assessment practices.

Full Realization of Computer-based Testing for Inspectors

Based on the previous years pilots, the Association invested significantly to fully implement computer-based testing for inspectors. Test centers were established in Jinan, Changsha, Taiyuan, Chongqing, and Guiyang, marking the first large-scale unified computer-based tests. Compared to traditional paper-based tests, this method improves efficiency, reduces security risks like cheating or leakageThe strict enforcement of the admission ticket printing policy ensured an average attendance rate of over 95% at the test centers, effectively preventing the waste of administrative resources. Examination procedures were rigorously followed, examiner training was enhanced, and strict discipline was maintained. For the elevator inspector test alone, over 350 examiners and invigilators were deployed, utilizing more than 5,000 computer test stations. Comprehensive and high-definition video surveillance covered all test centers without blind spots, with all recordings retained for review. Throughout the year, tests were conducted for 7,000 candidates across 6 inspector specialties and 4,000 candidates across 7 nondestructive testing technician specialties.

Release of the White Paper on the Special Equipment Nondestructive Testing Industry

The Special Equipment Nondestructive Testing Industry Survey Report (2021) (Industry White Paper) was officially released in May 2022. A total of 385 institutions nationwide participated in the survey, accounting for 61.2% of all such institutions in China. The report comprises 6 sections with 47 topics, providing detailed and valuable data. It serves as an authoritative report, reflecting the current status of China’s special equipment nondestructive testing industry. Through this survey, statistics and analysis, the Association aims to predict industry development trends and provide decision-making support for relevant authorities and nondestructive testing institutions.

Official Launch of the CASEI Talent Website

To better serve the industries, streamline talent supply and demand and meet the growing recruitment demands of member units, the CASEI Talent Website was officially launched in May 2022, providing reliable information services for member units and job seekers. At present, the website has had 668 registered member units and 1,235 registered users, and posted 432 positions.

Official Launch of the Special Equipment Legal Aid and Public Service Platform

To effectively alleviate social conflicts and risks in the field of special equipment, the Association’s Legal and Policy Committee led the establishment of the Special Equipment Legal Aid and Public Service Platform, bringing together 16 legal and technical experts from within and outside the industry. The platform provides free legal consultation and services for accident, liability and economic disputes through hotline and consultation email. The related information of platform establishment was reported to the General Administration via China Special Equipment Inspection and Research Institute, was adopted by the General Office of the CPC Central Committee, and achieved significant publicity effects.

Official Launch of the Special Equipment Nondestructive Testing Cloud Platform

On June 24, 2022, the Special Equipment Nondestructive Testing Cloud Platform was successfully launched after being developed for over two years. The first-phase project focuses on project management and report services for nondestructive testing, providing functionalities including project, personnel and equipment management, real-time test data entry, automatic report generation and batch modification, remote review and signature, digital archiving, record traceability, electronic signature and report verification. Since its launch, the platform has undergone 9 iterations and is currently at V1.09. Furthermore, to demonstrate the new functions to users, the project team has released 23 instructional videos via its WeChat video channel. The platform currently hosts 172 registered institutional units and 5,226 individual accounts.

Hosting of the 18th Nondestructive Testing Industry High-Quality Development Forum (NDT Annual Conference)

On July 20 to 21the 2022 Special Equipment Nondestructive Testing Industry Annual Conference & High-Quality Development Forum was held in Xining, Qinghai Province. Despite pandemic-related challenges, the event attracted over 400 representatives. Concurrently, meetings were held for the Nondestructive Testing Working Committee members and to establish the Radiation Safety and Protection Working Group.

Successful Holding of the First International Exhibition of Special Equipment Inspection and Testing Instruments and Equipment

This exhibition adopted a hybrid online and offline format, focusing on industry needs through instrument/equipment displays, new technology forums, a CASEI Selection segment, and seminars for R&D institutions and manufacturers. The event was live-streamed via the Associations WeChat video channel, allowing virtual attendance and online presentations. The CASEI Selection” pioneered live-streamed product promotion within the industry, exploring a new service model. Over 400 delegates attended the physical venue in Xining, while the online live stream accumulated over 8,000 views.

Signing of Strategic Cooperation Agreements with Atami and Wuhan Zhongke Innovation

On July 19, 2022, the Association signed strategic cooperation agreements with Atami Intelligent Equipment (Beijing) Co., Ltd. and Wuhan Zhongke Innovation Technology Co., Ltd respectively. Both parties will continue to promote the integration of industry, academia, research and application, foster deep cooperation between inspection and testing institutions and equipment manufacturers, and advance technological innovation and achievement transformation in the special equipment inspection and testing industry. They will jointly drive the innovative development and engineering demonstration of new technologies and new equipment, address practical challenges in the industry, and support its high-quality development

Successful Hosting of the Public (Gas) Pipeline Inspection, Testing and Integrity Management Technology Seminar

On August 11 to 13, the 2022 Public (Gas) Pipeline Inspection, Testing and Integrity Management Technology Seminar co-hosted by the Association’s Pressure Pipeline Inspection Committee and the Pressure-bearing Equipment Committee of the Chinese Society for Corrosion and Protection was successfully held in Chongqing. The event brought together 194 experts and representatives from over 120 organizations engaging in survey/design, manufacturing/installation, operation/management, inspection/maintenance, testing, scientific research, and technical services related to public (gas) pipelines, alongside 9 inspection and testing equipment manufacturers.

Establishment of the Information and Intelligentization Working Committee

To strengthen industry exchanges on information and intelligentization in the special equipment and help member units address related problems, the Association established the Information and Intelligentization Working Committee. In September 2022, the committee successfully held the First Special Equipment Information and Intelligent Innovation Development Forum in Qingdao. The forum, themed with “Innovation Leading, Data Navigation, Intelligent Special Equipment Inspection, and Smart Supervision”, focused on the application of next-generation information and intelligent technologies including cloud computing, IoT, big data, digital twins, and artificial intelligence across the entire lifecycle of special equipment production, inspection, testing, operation, maintenance and management. The forum attracted over 100 representatives from more than 50 organizations nationwide.

Establishment of the Hazardous Chemicals Atmospheric Container Inspection Working Committee

To improve the inspection quality of hazardous chemicals atmospheric containers, standardize industry self-discipline, enhance practitioner capabilities, promote industry exchanges, advance technological progress and raise the intrinsic safety level of hazardous chemicals atmospheric containers, the Association established the Hazardous Chemicals Atmospheric Container Inspection Working Committee. In September 2022, the committee successfully held the First Forum on New Technologies in Hazardous Chemicals Atmospheric Container Inspection and Testing in Nanjing. Experts discussed topics including safety management, inspection/testing, regulatory frameworks, intrinsic safety, key construction technologies, and intelligent fire prevention/control in tank areas. Over 300 representatives attended from design, construction, user units, inspection/testing institutions, and research institutes.

Successful Hosting of the First National Vocational Skills Competition of the Special Equipment Inspection and Testing Industry

The 2022 National Vocational Skills Competition of the Special Equipment Inspection and Testing Industry, which was co-sponsored by China Association of Special Equipment Inspection, China Employment Training Technical Guidance Center, and China Boiler and Boiler Water Treatment Association, was successfully held. The competition covered two occupations--nondestructive testing (NDT) technician and chemical inspector and was held in Wuhan and Nanjing respectively. Based on the previous five national nondestructive testing skills competitions, this national vocational skills competition served as a technical contest among special equipment inspection institutions. A total of 170 teams and 326 participants across the country took part in the competition. After intense competitions, Hu Zhenlong, Li Fushan and Liu Shuqian won the first, second and third prizes in the NDT Technician Individual Competition, while Song Feifei, Peng Yunyan and Wang Qi won the first, second and third prizes in the Chemical Inspector Individual Competition.

Signing of the Joint Agreement for the Pipeline Internal Inspection Capability Verification Base

On September 27, 2022, the Association signed a cooperation agreement with the Science and Technology Research Institute of PipeChina in Beijing to jointly establish a pipeline internal inspection capability verification base. Both parties plan to carry out the testing and evaluation for internal inspection equipment. In the future, the base will also provide various services for pipeline inspection personnel, including training, assessment, capability evaluation, and achievement appraisal. The establishment of this base represents a powerful alliance and resource sharing, leveraging the respective strengths of both parties to jointly promote industry development.

Official Launch of the Non-Administrative Licensed Nondestructive Testing New Technology Series Training

After meticulous preparation for more than a year, the Association officially launched a series of non-administrative licensed training programs on new NDT technologies. The program includes fully automated ultrasonic testing (AUT), high-and low-frequency guided waves, pulse eddy current testing, electromagnetic ultrasonic testing, and infrared testing technologies, starting with AUT training. The two sessions of “AUT Inspector Training” jointly organized by the Association, China Petroleum Pipeline Research Institute Co., Ltd., and PipeChina (Xuzhou) Pipeline Inspection Co., Ltd. were held in Langfang, Hebei Province and Xuzhou, Jiangsu Province. It was attended by over 130 participants from more than 50 testing units nationwide. AUT is a widely applied NDT technology in long-distance pipeline inspection. To meet the demand for AUT professionals in national oil and gas pipeline construction, the three leading units joined forces to provide specialized AUT training and capability evaluation, significantly reducing training costs for member units, and promoting the advancement and quality improvement of NDT technologies in the field of oil and gas pipeline construction.

Organization of the Fifth Science and Technology Awards of China Association of Special Equipment Inspection

The appraisal of the Fifth Science and Technology Awards of China Association of Special Equipment Inspection was completed. This year, 106 valid project applications were received, including 48 pressure-bearing equipment projects, 35 electromechanical projects, 20 nondestructive testing projects, and 3 management projects. A notable highlight was that 36 projects (over 30% of the total) were related to digitalization and intelligent technologies. A total of 41 projects were awarded, including 4 first prizes, 16 second prizes, and 21 third prizes, and they were distributed as 21 pressure-bearing equipment projects, 14 electromechanical projects, and 6 nondestructive testing projects.

Hosting of the First Academic Conference on Special Equipment Safety Governance and Innovative Development

To build a platform for sharing and exchanging experience in the field of special equipment safety governance, discuss reform and development of special equipment industry and promote the modernization of the special equipment safety governance system and capabilities, the Association’s Policy and Legal Affairs Committee, after meticulous preparation for 2 years, successfully held the First Academic Conference on Special Equipment Safety Governance and Innovative Development. The conference focused on institutional framework, mechanisms and legal system construction in the special equipment industry, with an emphasis on soft science research. More than 150 papers were submitted, 120 qualified papers were accepted, and the proceedings were published by a professional press. Due to the pandemic, the conference was held online in early December 2022, attracting a total of 17,000 online viewers, achieving significant social impacts.

Official Release of the Three-Year Action Plan to Promote Industry Quality Improvement

On December 29, 2022, the Association issued The Three-Year Action Plan to Promote Industry Quality Improvement by China Association of Special Equipment Inspection, a three-year initiative focused on driving high-quality development. By implementing 8 key actions including technical support, standard guidance, digital transformation, talent development, industry self-discipline, technical services, cooperation and exchange, and cultural construction, the plan aims to address pressing and difficult issues in the industry, enhance overall technical capabilities, service capacity, and comprehensive competence of practitioners, promote high-quality industry development, serve the broad goals of special equipment safety and energy conservation, and contribute the industry’s wisdom and strength to the construction and enhancement of the special equipment safety governance system and governance capacity.
